Investment-based pipelines in cluster networks: China and Canada

While clusters still rely on localized learning processes in generating innovation, international competition requires that firms systematically access diverse local knowledge pools scattered in different parts of the global economy. This paper suggests that this requires the establishment of trans-local pipelines via organizational investments. It is proposed that such investment activities lead to the establishment of knowledge networks between clusters, both at a national and international level. From a large database of Canadian and Chinese firms, which engage in foreign-direct investment (FDI) activities between the two countries, investment networks of over 300 parent firms and more than 3500 affiliates are identified. The analysis reveals strong connections between clusters through national and international investments. According to this study, affiliates are more likely to be established in a cluster location if the parent firms are also based in a (similar) cluster and if the firms operate in a knowledge-intensive environment. These basic findings about the structure of network linkages hold for both Canadian and Chinese firms.
