Support Project: “Study on the Evaluation of the TEMMRA Program”

Launched in 2023 and led by Laval Économique, the TEMMRA initiative is a strategic platform of innovation ecosystems designed to transform territorial development. It does so by orchestrating six sub-ecosystems focused on specific societal missions. Rather than merely addressing market failures, the TEMMRA initiative proactively creates new markets by addressing complex issues such as sustainable mobility and an aging population. The initiative aims to generate “blended value” — economic, social, and environmental — for the city and the projects’ stakeholders. Within this framework, Mosaic HEC Montréal researchers play a crucial role as “local orchestrators” and neutral facilitators. They are integrated into two of the six sub-ecosystems. Their expertise helps build trust with stakeholders and facilitate the flow of knowledge among actors with divergent interests, including businesses, public institutions, and citizens.

In the sustainable mobility sub-ecosystem, which addresses Laval’s overreliance on automobiles (the source of 69% of the city’s greenhouse (GHG) emissions), TEMMRA acts as an agile “catalyst” for experimenting with innovative solutions. One project involves supporting Laval Économique in engaging companies in an industrial park to form a community of interest around alternatives to solo driving. This project overcomes the companies’ initial reluctance and aligns their private objectives with the public mission of decarbonization.

Similarly, the challenge in the “Éminence Grise” stream is to address the negative impact of population aging on healthy life expectancy in an urban environment. The Villa Sainte-Rose experiment, in which AI technologies are tested in a senior residence, exemplifies this model. Researchers rigorously evaluate the project, balancing the public health goals of the CISSS, the business needs of tech startups, and the well-being of residents. This transforms a public health mission into a genuine market opportunity.
